Town Council

I am honored to be a Republican member of the Town Council. Currently I am serving as Chairman for the Windsor Republican Town Committee and was chosen for that position as a result of my organizational skills and financial knowledge and expertise.
I am a life member of the Windsor Historical Society and I was a member of Windsor Afro American Civic Association (WACCA). I am a part of the WACCA history presentation on display at the Windsor Historical society. I believe Town Councilors have the responsibility to protect Windsor taxpayer’s dollars and to make sure that their money is used in the best possible way for the benefit of Windsor residents. Any excess funds collected or received should be used to lower taxes for the upcoming year. I previously served on the Town Council from 2002 through 2006 and was disappointed that the majority party of which I was previously a member did not sufficiently support input from the minority party. I am a long time Windsor resident and married to Lynn Walker. We share four adult children in our family. Having cared for an immediate family member with terminal cancer had a profound impact on me and helped me appreciate life. I came to the United States with my family as a legal immigrant from Jamaica. We understood and respected the importance of the legal immigration process which involved background checks, as well as financial and medical screenings. We proudly swore an oath of allegiance to the United States of America and deeply appreciate the many opportunities to excel in this country. My education included Jamaica College, Greater Hartford Community College and the University Of Hartford Barney School Of Business from which I was graduated Magna Cum Laude with a degree in business and computer science, while working full time and raising an extended family. My formal job was as a business manager at Hartford Hospital but I had the opportunity to use my financial background to advise and support many local businesses and provide guidance to many families and young people. I am now semi-retired and doing some security consulting. In our community I am active with The First Cathedral where we are members. I appreciated the opportunity to serve on the Windsor Human Relations Commission which enhanced my knowledge and respect for many cultures. I served as President of the West Indian Social Club and promoted the first West Indian Celebrations on the Windsor Town Green. I am fortunate to be able to support scholarship programs for students as well as cancer research and care programs. I am also a Past Master of Excelsior Lodge # 3 F&AM in Hartford. I look forward to working as a member of a team with other Town Council Members and know that teamwork is essential to any successful organization. I have lived in Windsor since 1998 with my husband of 23 years, with whom I share a beautiful daughter. My professional career has mostly been in finance and business administration, but when not at work, my focus and passion has always been in volunteering within my community. From a young age growing up in Mendham, NJ my parents and grandparents, all of whom dedicated their lives to the service of others either through military, church, and the communities they lived in, instilled in me the importance of serving others. Since moving to Windsor more than two decades ago, I have put forth the same dedication to Windsor's community that I witnessed growing up.
I spent 5 years with the Junior League of Hartford, I am a Past President of the Windsor Junior Woman's Club, a member of The Exchange Club of Windsor, and its current President for the 3rd time and served as Secretary for the Windsor Arts Center for 1 year. Many know me from my near 20 years with the Shad Fest Bureau in various leadership roles including Past Festival Chair and its current President. My business experience has prepared me for many things, but I feel my service to others has allowed me to see all sides of people, life, and the community and to realize it is our responsibility to nurture and protect those fundamentals of society. With this experience I hope to help the Town Council see all sides of issues and to maintain that we should be a partnership and no longer continue with division that seems to be the trend in politics, but with cohesiveness. |

As the only potential Councilor from the Wilson/Deefield area, I'm running to help ensure my neighbors can enjoy low taxes, great schools, and superior town services. I'll work to decrease Windsor's debt, freeing funds to upgrade our schools, parks, and emergency services. I want Windsor to be affordable and a place we all are proud to call home.

I am running for the Council because I have observed a pattern of spending and borrowing that has resulted, in large cash balances. Year after year surpluses are not being returned to the over taxed taxpayers, but used to over fund our Town savings account. This indicates we are paying more in taxes than we need to. It is time to change the leadership of the Town Council, and bring in some new perspectives.

Board of Education

I was born in Lewiston, Maine, educated at the University of Maine in Engineering, graduating in 1966. Began work as a power boiler engineer for Combustion Engineering of Windsor. Interrupted work to serve three years in the Army as an enlisted man from 1966 to 1969. Returned to Combustion Engineering in Windsor in 1970 as a power boiler design engineer. While working, I received a Master’s Degree in economics from the University of Connecticut. Combustion Engineering eventually became part of GE. I retired in 2017.
My wife, Denise, is a recently retired Speech Pathologist (Windsor Public Schools). Together we raised three children who went through the Windsor Public School System. The three graduated in 1999, 2002, and 2005. I have been a member of the Windsor Board of Education since 1997, with the exception of two years, from 2017 – 2019. I returned to the Windsor Board of Education in 2019. Due to my long tenure on the Board, as well as having children go through the Windsor School system since the 1980’s, I have a detailed historical perspective on many failed and damaging educational fads that have come and gone, with many remaining and others returning under new names. |

Jeremy has lived in Windsor since June 2015 after becoming engaged to his supportive wife Kate who is a stay at home mom for their active son, Mason. Jeremy is a devoted husband, father and public servant who works as a Judicial Marshal for the State of Connecticut and volunteers as a Chapter Leader for the National Stuttering Association’s Windsor, CT chapter, and as a Board of Education member in town.
The road has not always been an easy one for him, he was a special education student during his childhood and understands first hand the struggles these students face on a day to day basis. Jeremy wants to continue to be their voice and show everyone that no matter where you start in life and regardless of the struggles you may face if you work hard you can achieve your dreams. "The people of Windsor made me feel I was part of their family from the day I moved here. I am honored to be a part of our diverse community and would be honored to give back by serving the citizens of Windsor for another term on the Board of Education. My family has deep roots in Windsor. I have lived in Windsor for more than 2l years with my husband. We have a child in the Windsor Public School System. We enjoy the many offerings Windsor provides.
I am a Registered Nurse and have worked for 2 major hospitals in Hartford. I am also a Systems Analyst and worked for 2 major insurance companies. I grew up in Windsor Locks, and earned my degree from Capital Community Technical College. I volunteered throughout my life at hospitals and public schools. I have contributed my time and money to worthy causes such as Windsor Home Town Heroes, and working with children to write letters to Windsor's deployed military and to the VA Hospital. In 2021, I was elected as a Board of Education Member. I proudly serve the Windsor community and all students in Windsor Public Schools. Education must be a top priority. For children to attain their highest achievements, parents and guardians must be involved in their child's day to day education. Money is not always the answer to solve problems. The Board of Education owes fiscal responsibility and accountability to tax payers and students. |

My wife Jennifer and I have been residents of Windsor for almost two decades. We have two boys in the Windsor public school system.
I have been involved in a number of school activities and organizations including WatchDOGS, Chess Club, Career Day, and Veteran's Day. I have attended the majority of Board of Education meetings and the superintendent's Coffee Talk events for the past several years, which has given me a good view of how our schools work. I believe Windsor Public Schools are very well run, and would welcome being a part of making our schools even better. I believe student performance must be measured at the individual level, and a specific plan for that student must be crafted that the teachers are accountable to implement. I believe discipline must be maintained in the classroom, but that this must be balanced with some degree of social freedom and just plain fun. My professional work is in computers, and requires understanding nuanced processes and detailed budgets--just like we have in the educational processes in our town, so I have the skills needed for the behind-the-scenes aspect of being a board member as well. I'll have at least one child in our schools through 2031, so I have a direct, personal interesting in continuing to make Windsor Public Schools the best they can be. |

Jackson III Constable |
Charles Windsor Jackson III, known by friends and family as CJ, resides in historic Wilson with his lovely wife Nicole of 19 years and two active boys. Charles is a stay at home parent, freelance photojournalist, handyman, and recycler. For many years Charles worked as an Investigative Photojournalist for several network television stations and has been a member of the National Academy of the Arts since 1994. In 2000 Charles was nominated for two Emmy Awards and won the prestigious Photojournalist of the Year Award by the National Association of Broadcasters. Charles spent many years working at the State of Connecticut legislative office building as a photojournalist/editor for CT-N, the state's government channel, preparing televised legislative sessions, press conferences and government meetings.
